XML Dictionary List now live

The above contains all our current Dictionaries. I've added a new type -
so now we have "language", "special" and "autocorrect" - the latter
being added so that I could list our two autocorrect dictionaries.

Now remember this is our first real go at this, so give us any and all
feedback. 

A couple of points:

1. ISO 639 2-character (uppercase) code is used for Language
Identification.

2. LocalName property is wrong in most cases, we would appreciate any
corrections to this.

3. Feel free to submit (direct to me) any Descriptions done in other
languages.
