Personally, since this list is rather low-volume, I like the email
list. This way, when someone comes up with a legitimate issue, I see
it right away and can see whether it affects me.
As for something web-based, on the whole I think something like
phpBB2 would be better than an NNTP server. First for the reason you
mention -- some people don't have NNTP at work -- and second because
all of the posts are automatically archived and searchable.
